On June 28, 2026, Oleg Chebanenko, chairman of the non-governmental organization “Public Movement "Social Unity”, appeared on a Suspilne broadcast, where he spoke about a unique project—the translation of the Constitution of Ukraine into sign language—carried out to mark the 30th anniversary of the country’s Constitution.
During the broadcast, they discussed how the idea of creating a sign language translation of the full text of the Constitution arose during joint consultations with representatives of the Secretariat of the Verkhovna Rada of Ukraine. The painstaking work to organize the project lasted more than a month, and active discussions took place for nearly two weeks on how to convey the content of the Constitution as accurately and correctly as possible through sign language.
To ensure the quality and professional standard of the material, experts in sign language and legal scholars also contributed to the project.
They also discussed the following: Nine interpreters representing various regional sign language dialects were involved in the project — this ensured broad coverage and accessibility of the material for people with hearing impairments from different parts of Ukraine. Filming took three days.
The project’s results are now available to the general public: a dedicated section with user-friendly navigation has been created on the official website of the Verkhovna Rada of Ukraine. Anyone can easily find and view the relevant articles of the Constitution, complete with sign language translations.
