We carefully follow the state and business to ensure that people with hearing impairment are given equal rights and opportunities, both in access to infrastructure facilities and in receiving services and information.
We were proud of the fact that many important decisions were made directly with the participation of our organization and with the active support of Olena Zelenska, which led to significant successes.
As early as the beginning of 2022, all health care institutions of Ukraine were required to provide sign language translation for people whose native language is sign language.
"On the initiative of the Ministry of Health, from January 1, 2022, the Cabinet of Ministers established a requirement for hospitals that wish to conclude a contract with the National Health Service to confirm the possibility of translation into Ukrainian sign language. This is a real demand, and it has its own result. For example, in Kharkiv, 87 health care institutions of the city are currently equipped with means of communication for the hearing impaired," said Liashko.
The process started and qualitative changes seemed inevitable.
Everything could have developed that way, but our strong-willed people faced the war. We didn't start it, we didn't expect it and we didn't want it, but we had to adapt to life in extreme conditions. Unfortunately, the resolution was changed and the part about the mandatory contract with the sign language interpreter was canceled.
The team of the NGO "Public Movement "Social Unity" is not afraid of difficult challenges. We have an important goal and we do everything to achieve it. Many official appeals were written to high-ranking government officials, many meetings were held, options for achieving a positive result were actively discussed.
Today, the National Health Service of Ukraine considered another letter from the NGO "Civil Movement "Social Unity" regarding the restoration of the right of people with disabilities to access medical services.
In response to our appeals, the National Health Service of Ukraine developed a draft of amendments to the Resolution of the Cabinet of Ministers of Ukraine of No. 410 dated April 25, 2018 "On contracts for medical care of the population under the medical guarantee program" in terms of restoring the norm regarding the submission by business entities that want to conclude a contract on the provision of medical services from the National Health Service, a document confirming the provision of a translation into Ukrainian sign language (from Ukrainian sign language), which will be sent to the Ministry of Health for further processing and submission to the Government.
Taking into account the above, as well as understanding the need to make changes to the current legislation in part of the issues raised in the Letter, NSHU will contribute to the realization of the rights of people with hearing disabilities, to overcome the communication and information barrier, as well as to ensure equal access to medical services for all patients.
"The return of this norm is extremely important for overcoming information barriers for people with hearing impairments and ensuring equal access to medical services, preventing discrimination," said Oleh Chebanenko, head of the Social Unity NGO.
