The issue of conflict-related sexual violence (CRSV) has become particularly relevant due to the ongoing armed conflict in Ukraine. The seriousness of the consequences is recognised, so the state is creating a comprehensive system of assistance to survivors.
In addition to contacting the police or receiving free legal aid (FLA), survivors of CRSV have access to a network of state institutions, agencies and officials whose work is aimed at addressing human rights violations.
With the support of international NGOs, there is a network of Survivor Assistance Centres, where specialists with experience in dealing with cases of CRSV provide specialised assistance – confidentially and free of charge.

For women in Ukraine, there is a psychological assistance project called Gidna, created by the Future for Ukraine charitable foundation. The project focuses on dealing with the psychological trauma of sexual violence and the mental consequences of war.

Survivors of violence committed by Russian military personnel can contact the Ombudsman's Office, which coordinates organisations providing assistance.
As part of the cooperation between the NGO Public Movement "Social Unity" and the Ukrainian Parliament Commissioner for Human Rights, calls to the hotline of the Commissioner's Office with a sign language interpreter are now possible through the mobile application "Translator SL".
- The button for a quick call to the Ombudsman's hotline is located in the "Emergency Calls" tab.
- A sign language interpreter will be provided free of charge.
- The service is active from 1 July 2024 and for the next 12 months.
The Ombudsperson's Office actively cooperates with international and non-governmental organisations that protect the rights of survivors of CRSV, including representatives of the GIDNA project.
Pilot project on reparations for survivors of CRSV.
The Global Survivors Fund has initiated a pilot project on Immediate Interim Reparations (compensation for harm) for survivors of conflict-related sexual violence (CRSV).
The Ombudsperson's representative Mykhailo Spasov is a member of the Supervisory Board (the highest governing body) of the pilot project on reparations.
Within the project:
- Survivors of CRSV will have access to immediate compensation to prevent irreparable harm.
- Data collection will be carried out: identification of survivors, verification of testimonies.
- If, after verification, the testimony proves to be true and meets the criteria of the CRSV, each of them will receive a payment of EUR 3 thousand.
- 500 victims will be able to receive funds under the project.
- The fund promises to protect personal information.
As of 19 June 2024, 6 people have already applied to the Ombudsman and expressed their desire to participate in the project.
Based on the pilot project, a model can be created that can be used to develop a full-fledged national reparations programme for survivors of the CRSV and potentially other survivors of Russia's armed aggression against Ukraine.

Today, there are 22 regional offices of the Ukrainian Parliament Commissioner for Human Rights, which actively cooperate with the Rescue Centres.
It is the Ombudsperson's regional representatives who, in accordance with their tasks, are among the first to contact residents of the de-occupied regions and those who have managed to leave the occupation.
